Biography

Dr. Rajesh Khanna is Professor of Electronics and Communication Engineering and joined us in the year 1999. He has long been associated with the research in the area of Electronics and Communication. He has a significant contribution in carrying out several research projects on Electronic Instruments for various industries around Ambala, while working for Haryana State Electronics Development Corporation(Hartron) from 1988 to 1993. He worked in All India Radio Jallandhar from 1993 to 1999. There he has executed various projects like Installation of Dynamic carrier controller, design of Antenna Tuning Unit for AIR Jallandhar and URDU service transmitters etc. There he handled many instruments of LF and RF range at High Power transmitters. His current interests are in Wireless Communication and Antennas and he has guided a number of research projects in which useful algorithms for wireless communication have been developed and implemented. These include, FrFT based underwater communication, LDPC coded SDR system etc. Presently his research work is focused on design and development of antennas for various applications and Cognitive Radios. He has guided 16 PhD and 80 ME/MTech thesis. Dr Rajesh Khanna is widely published over 60 peer reviewed publication. His current H-Index is 8, according to SCOPUS bibliometrics (September 2017). He has completed projects worth 1.8 Crores.

BRIEF OF SERVICE:

  1. ALL INDIA RADIO, JALLANDHAR

I was specially trained for administrative duties at Staff training institute, AIR New Delhi where all the   finance, general and service rules and regulations were taught for 2 months. I was a looking after a staff of around 100 people including class B offices, technical staff and other attached staff. Operation and Maintenance Transmitters at AIR Jallandhar along with administrative assignments. Installation of STL-05 Microwave link between studio and transmitters. Installation of Dynamic carrier controller (DCC) in 300 KW MW transmitters. Installation of new antenna tuning unit (ATU) for 1 KW transmitter. Installation of new 2x100 KW BEL, MW Transmitter of URDU service. Design of ATU for 2X100 KW MW transmitter. Field strength survey of Pakistan, mainly in the border areas of Punjab. Field strength survey of FM transmitter required for starting Paging services by AIR. In charge of up linking and broadcasting of Semi-final match between West Indies and Australia in 1996 Wills world cup Cricket match organized by India at Mohali.

The detailed responsibilities were

  • To look after the staff posted at HPT, AIR Goraya and other associated administrative responsibilities • Looking after transport
  • House allotment at HPT
  • Security of transmitters
  • Liaison with Telecom (BSNL)
  • Liaison with PSEB etc.
  • Liaison with local administration
  • In charge of Outside Broadcasts (OBs)
  • In charge stores
  • In charge civil and electrical works of transmitter and residential area 
  • Preparation of periodical performance report and forwarding them to DG,AIR,N.Delhi

 

  1. COORDINATOR, DEPARTMENT OF DISTANCE EDUCATION

 

In 2008, I was given the, charge of Distance Education Department. Admissions for the year 2008 was a key challenge as intake for last batch was abysmally low and the institute could not attract even half of the approved intake. A related critical challenge was of poor brand visibility of distance education programs in the entire country. Institute somehow lacked credibility in terms of value addition and the overall campus experiences. A major turnaround strategy was exercised to rebuild the strong brand of distance education programs. Both internally and externally, Admissions, Marketing and Brand building activities were revamped, processes streamlined and manpower trained and groomed which has facilitated more than the

expected results. Full intake of 60 students could be completed in all branches, so much so that many candidates had to be refused.

The Primary responsibilities associated with this post were to

  • support and facilitate the development, implementation, promotion, and evaluation of distance

education courses and programs;

  • develop and manage the annual Distance Education Department budget;
  • to oversee day-to-day operations and direct the work of staff assigned of the Distance Education Department •
  • maintenance of website of the distance education department
  • to support, review, and evaluate the design and implementation processes for online student services;
  • to work closely with the deans, department chairs, and Faculty Coordinator of various departments assigned to the Distance Education Department;
  • provide leadership in the design and delivery of training, in multiple delivery formats, in large-group and one on-one settings, on distance learning applications and teaching strategies.
  • to provide training for faculty and staff on distance education technologies, methods, and procedures;
  • Assisting faculty in ensuring courses offered through distance education meet the overall educational standards of the institution;
  • assisting faculty and staff with incorporating instructional design principles that reflect current learning theory and effectively employing technology to ensure sustained academic integrity and continual improvement of the student learning environment. •
  • Establish, maintain, and foster positive and harmonious working relationships,
  • Maintain and present accurate distance learning records and les, reports, and statistical data.
  • Develop up-to-date and comparable curriculum and programs through benchmarking (emulate the best practices and market drivers in the distance education industry).
  • Seek, obtain, and maintain approval by private or governmental agencies
  • Accreditation and appropriate professional and state licensure for your institution and its programs.
  • Determine the real costs versus desired costs of human capital and technology for program operational efficiency.
  • Works closely with the Distance Education Faculty Coordinators of various department and the

Instructional Designer to write learning material Printing of learning materials in a variety of formats which would include print, graphics, audio, video, animation and multimedia to support teaching and learning, and university information needs;

  • Assist with the development and implementation of policies, procedures, and standards of effective

delivery of distance education;

  • develop annual academic calendar and action plans
  • Collaborates with student services, campus bookstore, Information Technology Services, Community Relations, and other administrators/managers to address various student information, advising, and learning support needs at all campuses;
  • Represent Distance Education on campus committees and taskforce.
  • Establishment of end semester and entrance exam Centres across the country for students
  • Arrangement for stay and food for students during personal contact programme
  • Preparing agenda items for Senate and board of governors
  • Preparing annual report of Distance education department

 

  1. HEAD OF DEPARTMENT, ELECTRONICS AND COMMUNICATION DEPARTMENT

 

  • Management of faculty and staff.
  • I took many initiatives to make the department best
  1. Leading from the front for upgrading qualifications: When I joined in 1999 the Electronics and Communication Engineering department. There was only one faculty member having PhD degree. I was the first faculty member who took initiative and requested the management for an external supervisor (outside Thapar Institute). This idea was appreciated by management and approved. I became the first faculty member from ECE department to register for PhD. This motivated other faculty members not from ECE but from other departments also to join PhD. Presently all faculty members who were non-PhD at that time are with PhD degrees. Even four faculty members have done PhD with me. I have guided 29 Phds and currently guiding 12 students
  2. New Programme Initiatives:  When I joined the department in 1999 there was only one UG program being offered. I along with other faculty members took initiative and submitted the proposal of ME in Electronics and Communication to AICTE. Due to our consistent efforts, we were able to start a new ME program in 2001. Later on, during my Head tenure, I proposed a new ME program in Wireless communication to AICTE for which we got approved and started in 2012.
  3. Sponsored Projects for research and labs When I joined the department in 1999 there was only one project IMPACT-SSS was there in the department. Handling of various projects at HARTRON and High-Power Transmitters, AIR helped me to write projects and establish new labs in the area of Wireless and Mobile communication, Antenna and Microwave engineering at UG and PG levels. In 2002 I got two projects MODROBS and RSP from AICTE. After that there was no looking back, I have attracted research projects worth 450 Lacs. My aim is always to return the double the salary drawn by me back to the institute
  4. Establishing of Research labs: I was the first person in the department to attract FIST and SAP projects worth Rs 100 Lacs. These projects were given in the focussed area of Antennas. I established the first research Antenna lab in the department. I also encouraged others to establish labs in their own research areas. Presently there are around five research labs established by different faculty members. In our antenna research, we providing consultancy on antenna design and testing to other organizations also.
  5.  International /National Conferences, Workshops, Seminars: There was little interaction of the department with the industry and other institutes before I joined. I along with other faculty members co-ordinated the many short-term training programmes for faculty as well as students. The first international conference was organized in my tenure of headship. 
  6. Interaction with Industry/Institutes: Given my background of industrial experience, and further supplemented with my research and practical knowledge work, the department has developed linkages with the industry. A Videocon sponsored lab has been established. In this lab a Cellular base station in ECE department to help students to understand working of Wireless Communication. I was instrumental in signing an MOU with CSIO and TBRL Ramgarh (A DRDO Lab) for joint research

  1. Design and development of digital PH meter

It was a handheld  PH meter used for measuring the alkanity or basicity of a solution. It was designed around a single IC7106. Room temperature compensation was also provided. This instrument was LCD based and operated on a single 9V battery.

  1. Design and development of digital washing Machine controller

This instrument was used for driving the motor of a washing machine in forward and reverse directions. The time for which the machine was to run in forward direction was presettable from 1 to 15 minutes. A display was provided for this purpose. During the set interval of time the machine has to run for 15 seconds in forward direction and 15 seconds in reverse direction with 3 second stop interval in between. After the completion of set interval, a buzzer was annunciated.

  1. Design and development of three phase motor protection system

This instrument was designed to protect three phase motors form different unfavorable conditions like over voltage, under voltage, phase absence phase reversal and overload. Hystersis of +/- 10 volts was provided incase of under voltage over voltage and over load. The hystersis and voltage both were adjustable. A current transformer had been used to sense overloads. Various LEDs were provided on front panel to indicate the type of fault. In case of a occurrence of a fault a hooter became on.

  1. Design and development of freeness tester for paper industry

In paper industry the pulp is mixed with water and the mixture is beaten for proper mixing. After beating, the content of water in pulp is required to be measured. This water content is measured in terms of freeness number. The instrument designed for this purpose measured the freeness number in terms of time taken by the beaten pulp to fill a known volume, after filtration. The range of this instrument was from 0 to 9.59 minutes. After completion of one cycle the water is automatically flused out using a solenoid vale.

 

  1. Design and development of Programmable temperature cum controller

This instrument was a single channel K type thermocouple based temperature indictor cum controller. The temperature could be set between 0 to 12000 C. Both higher and lower limits could be set independently. The room temperature compensation was in built. This instrument was in big demand in industries requiring precision temperature control. This instrument got an accuracy of +/- 1 degree centigrade.

Besides above I was associated with team of R&D catering to the industry. I had also given technical lectures in various courses organized by IDDC for industry and teachers of Engineering colleges and Polytechnics. I was also a team leader representing Hartron for continuous three years during International Trade Fair organized at Pragati Maidan, New Delhi    

 

  1. PROJECTS COMPLETED AT ALL INDIA RADIO(1993-1999)
  1. Installation of STL-05 Microwave link between studio and transmitters

The transmitter and studios of All India Radio, Jallandhar are 33 Km apart. Earlier the telephone lines were used for sending programme from studios to transmitter. These lines generally failed during transmission so LOS microwave link was proposed. I installed the STL-05 (Studio Transmitter Link-5 Channels) between Jallandhar and Goraya. The complete installation was done under my guidance which includes calculation of tower height, complete alignment of dishes, tuning of the link etc.

  1. Installation of Dynamic carrier controller (DCC) in 300 KW MW transmitters.

The DCC was deigned by R&D wing of All India radio and was supplied to all High power stations. This system  designed for saving power consumption. I was made Installation officer of this project by Ministry. I successfully installed the DCC after which a 30 % saving in the monthly electricity bill was found.

  1. Installation of new 2x100 KW BEL, MW Transmitter of URDU service.

This project was installed by me and a team of Chief Engineer (NZ). This transmitter was successfully made operational in 1998.

  1. Installation of new antenna tuning unit (ATU) for 1 KW transmitter.

The antenna tuning unit of 1KW Vivid Bharti transmitter at AIR, Jallandhar was giving frequent problems. One of the capacitor was not available. So entire ATU was redesigned by me and put into use. This network was a L type network.

  1. Design of ATU for 2X100 KW MW transmitter

The new transmitter installed in 1998 started giving problem in its ATU after 2-3 days of putting into operation. A capacitor was repeatedly getting failed. The problem was looked into and it was found that the 2X100 KW transmitter was picking up the signal of 873 KHz transmitter. As the 300KW transmitter (AIR Jallandhar) and 2X100 KW (URDU service Transmitter) both are collocated so 2X100 KW transmitter was picking up signal of 300 KW transmitter causing the capacitor to burn. This pickup was so strong that one was not able to touch the output circuit of 2X100 KW transmitters even when it was off. To reduce the pickup it was decieded to introduce a rejector circuit of 300 KW transmitter into ATU of 2X100 KW transmitter. This circuit was designed by me including the calculation of all capacitor values, their KVA rating etc were done by me. After putting the rejector circuit the rf pickup from 300 KW transmitter stopped.
